Randall Carolissen


Randall Carolissen is a leading fiscal authority, thought leader, technical expert in quality management, accomplished executive and cited academic. He holds an MSc cum laude, as well as a PhD both awarded by UWC. He completed an MBA(cum laude) at the US, awarded the prestigious Old Mutual Gold medal. He graduated with an MCom-International Tax from Northwest University.

At University of Pennsylvania, he published groundbreaking work on Schottky barriers. He assumed a post-doctoral fellowship at the University of Ghent.

He corporatized SABS to become internationally competitive in quality management. At ISO and WTO his work mitigated Technical Barriers to Trade for developing economies.

At SARS he established research and modelling capability. His precision in forecasting provided SA fiscal space for debt consolidation post 2008 global crisis. With the World Bankhe initiated research on asymmetrical trade curtailing treaty abuse.
Requested by Cabinet, he took NSFAS from institutional failure in 2018 to an unqualified AGaudit report in 2021.

He championed research intensive digital leadership programs at the JBS, increasing enrolment fourfold. He supervised two Doctoral students to completion.

He served as chairperson of Wits and is incumbent at Sol Plaatje University.
